Regulations on the Procedure for Assigning State Scholarships, Paying Compensation, and Providing Social Assistance to Full-Time Students for the 2015-2016 Academic Year.

1. General Provisions

These regulations have been developed based on the Law of the Republic of Kazakhstan "On Education"; the Law of the Republic of Kazakhstan "On State Youth Policy"; Government Resolution No. 320 of March 12, 2012 "On Approving the Amounts, Sources, Types, and Rules for Providing Social Assistance to Students"; Government Resolution No. 116 of February 7, 2008 "On Approving the Rules for Assigning, Paying, and Amounts of State Scholarships to Students in Educational Organizations"; Government Resolution No. 736 of July 18, 2005 "On Reduced Travel Rates for Young People Studying on the Basis of State Educational Procurement in Secondary and Higher Vocational Educational Institutions Through Compensation Payments."

2. State Scholarship Amounts for Students Studying at Educational Institutions Funded by State and Extra-Budgetary Funds

2.1. The state scholarship is awarded and paid to full-time undergraduate and graduate students enrolled in state-funded education programs for the 2015-2016 academic year.

2.2. The monthly state scholarship for students is set at 16,759 tenge.

2.3. Students enrolled in their first year (first year of study) based on state-funded education programs receive a state scholarship monthly during the first semester. In subsequent semesters, students are awarded and paid state scholarships based on the results of their examination session or midterm assessment for the previous semester.

2.4. A personal stipend from extra-budgetary funds is awarded to students enrolled in government-funded or fee-paying programs who are successfully completing relevant educational programs, who are engaged in research, and whose academic and research achievements are confirmed by diplomas; who are winners of national and international Olympiads, creative competitions, sports competitions, and festivals; who are authors of discoveries, inventions, and scientific articles in leading publications in the Republic of Kazakhstan and abroad; and who actively participate in the social, cultural, and athletic life of the university.

2.5. Stipends from extra-budgetary funds are awarded by order of the rector based on the decision of the Academic Council.

3. Procedure for the Appointment and Payment of State Stipends

3.1. A state scholarship is awarded to students studying under a state grant, as well as to those transferred to state educational programs, who have received grades equivalent to "good" or "excellent" based on the results of their examination session or midterm assessment. The state scholarship is paid monthly, beginning on the first day of the month following the examination session, inclusive, until the end of the month in which the semester ends.

3.2. Students nominated for a state scholarship based on their summer exam session results are paid a total of two months' worth of scholarships for the summer vacation (July-August).

3.3. Students who fail tests and exams within the standard deadlines for valid reasons (illness, family circumstances, natural disasters) are assigned individual deadlines for their tests and exams by the university administration, after which they are paid their state scholarship on a standard basis.

3.4. For students and master's degree students transferred from one educational institution to another, state stipends are assigned and paid in the manner established by these Rules, after the differences in curricula are resolved.

3.5. During maternity leave, students receive state stipends in the amounts established before maternity leave for the entire period established by the legislation of the Republic of Kazakhstan. Upon presentation of a standard certificate of temporary disability due to pregnancy and childbirth during academic leave, the academic leave must be interrupted and maternity leave must be granted. While students are on academic leave to care for a child under three years of age, stipends are not paid.

3.6. For orphans and children left without parental care studying under state educational programs, state stipends are paid provided there are no outstanding balances based on the results of the student's midterm assessment.

3.7. During the period of academic leave, students are not paid state stipends, with the exception of academic leaves granted on the basis of a medical certificate.

4. Procedure for the assignment and payment of compensation.

4.1. For the purposes of implementing subparagraph 5) of Article
