In accordance with Subparagraph 46-13 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education," I ORDER:
1. To approve the attached Rules for the Allocation of Places in Dormitories of State Educational Institutions.
2. To the Department of Higher, Postgraduate Education, and International Cooperation (S.M. Omirbayev), in accordance with the procedure established by law, to ensure:
1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) official publication of this order after state registration with the Ministry of Justice of the Republic of Kazakhstan;
3) posting of this order on the website of the Ministry of Education and Science of the Republic of Kazakhstan.
3. Heads of state educational institutions are to be guided by these Rules for the Allocation of Places in Dormitories.
4. To the Vice Minister of Education and Science of the Republic of Kazakhstan, T.O. Balykbayev, shall be responsible for overseeing the implementation of this order.
5. This order shall come into effect after the day of its first official publication.

Rules
for the Distribution of Dormitory Places in State Educational Institutions
1. General Provisions
1. These Rules for the Distribution of Dormitory Places in State Educational Institutions (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 46-13 of Article 13 of the Law of the Republic of Kazakhstan "On Education" dated July 27, 2007.
2. These Rules define the procedure for distributing dormitory places in state educational institutions (hereinafter referred to as the organization), taking into account the basis and order of provision of dormitory accommodation for students.
3. The cost of dormitory accommodation in organizations is established in accordance with the procedure established by law.
2. Dormitory Place Allocation Procedure

4. The organization's management shall establish Dormitory Place Allocation Committees (hereinafter referred to as the "Commission"), which shall be responsible for reviewing applications and making specific decisions.
5. The Commission shall consist of representatives of the administration, trade union committee, and members of the organization's student government.
6. The organization's deputy chairperson, who oversees student accommodation in the dormitory, shall be appointed as the Chair of the Commission.
7. The Commission allocates dormitory places based on the reasons for admission and the order of priority:
1) Persons with disabilities since childhood, persons with disabilities of groups I and II, persons with disabilities since childhood, disabled children, orphans, and children left without parental care, young citizens of the Republic of Kazakhstan who have lost or were left without parental care until reaching adulthood, persons entitled to benefits and guarantees equivalent to participants and disabled veterans of the Great Patriotic War, rural youth enrolled in specialties that determine the socio-economic development of the village, as well as persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan;
2) Students studying under a state educational order;
3) Students admitted to the first year on a general basis, subject to the possession of the "Altyn Belgi" badge, a certificate of winner of a Presidential, international, or national Olympiad and/or competition, or an educational document (certificates, diplomas, or certificates) with honors. In the event of a tie in scores on the Unified National Test or Comprehensive Test, entrance examinations by subject, or testing conducted by the organization, financial status is taken into account.
4) Senior students with high academic, research, and community service achievements;
5) Foreign citizens admitted to study under interstate and intergovernmental agreements.
8. To obtain a place in the dormitory, a student must submit an application in paper form or electronically on the e-government website www.e.gov.kz, attaching relevant documents confirming their status.
9. The commission, after reviewing the applications, makes a decision on the provision of dormitory places and compiles a corresponding list. Applications from individuals whose place of residence is the city where the educational organization is located will not be considered.
10. Based on the compiled list, students are issued a referral for dormitory accommodation, signed by the rector.
11. The specified list of dormitory residents, signed by the dormitory commandant (director), is posted on the educational institution's portal.
11. In accordance with these Rules, educational institutions develop procedures for student accommodation in dormitories and rules for their residence.
